Facilities and Administrative (F&A) Fee Policy

Outward Bound California (OBCA) values collaboration with mission-aligned partner organizations to expand access to experiential and outdoor learning opportunities. To ensure that public and private funds primarily support direct program services while allowing partners to recover a fair portion of their administrative costs, the OBCA Board of Directors has adopted a policy governing Facilities and Administrative (F&A) fees, also known as indirect costs.

Policy Statement (adopted 12.2025)

Outward Bound California will cap indirect (F&A) fees charged by partner organizations on subgrants, subawards, or similar agreements funded by OBCA at a maximum of fifteen percent (15%) of the partner’s total direct project costs, except where a funding source imposes a lower rate.
